Safety Management System Structure
It is important that each of the management system elements includes
a structure that will make it possible to effectively reach its objectives.
In principle this "per element structure" includes the "improvement
loop" which is visualized in the "improvement wheel" shown below.
The "improvement structure" could include the following
aspects:
1. need assessment - why is the activity part of the management system?
2. setting objectives - specific to the activity area or element
3. co-ordination of element activities - who is responsible to see that work is done?
4. standing plan - the ongoing plan for the activity area or element
a. review of legislation etc. - for establishing minimum activity requirements
b. specific activities - what should be down, by whom, when?
5. employee participation in development - to create emotional ownership
6. employee training - training to carry out the activities required
7. employee participation in implementation - the experience base for improvement
8. standing plan assessment - is work being done as intended?
9. communication - feedback about the implementation, to whom?
10. review and improvement - results obtained as desired? If not, do it better!
